Identifying this particular bug? Details BELOW:?

-Okay, so around 5 minutes ago my sister -- lets just cut to the chase!

Well .. I have been noticing these [black, jumping,probably flying] insect in my sister's room, and they look like they can bite! Our nickname for these type of insects are "jumpy frogs" but as we know.. its not a frog! If you have any idea of what they are, please answer! What are they called? How to get rid of them (i know, call an exterminator) . Well i already described them, so lets just do it again

-Black

-Jumpy

-Flying (my sister discovered that)

-Ugly

-Look like they can bite

P.S. HELP!They sound like springtails. They need moisture to live. If they were fleas, they would be jumping on you to bite.

Vinegar and water will kill them

Soapy water will too.

They come in from outside. Spraying around the foundation will kill them there.
